[EDNY] Four Brooklyn residents, Abdurasul Hasanovich Juraboev, Abror Habibov, Akhror Saidakhmetov, and Dilkhayot Kasimov, allegedly part of an ISIS Foreign Fighter Local Support Network, were charged with attempt and conspiracy to provide material support to the Islamic State of Iraq and al-Sham (ISIS). Defendants Juraboev and Saidakhmetov planned to travel to Turkey and then to Syria for the purpose of waging violent jihad on behalf of ISIS. Investigations revealed Kasimov urged others to engage in violent jihad and helped facilitate the travel foreign fighters into Syria. A superseding indictment in May 2016 added a fifth defendant, Uzbek national Azizjon Rakhmatov, to the conspiracy. Rakhmatov allegedly contributed funds to send a co-conspirator overseas to join ISIL and to finance the purchase of a firearm once the co-conspirator arrived in Syria. In Jan. 2017, Saidakhmetov, a citizen of Kazakhstan and a resident of Brooklyn, pleaded guilty to conspiring to provide material support to ISIS. In Oct. 2017, Uzbek citizen Abdulrasul Hasanovich Juraboev was sentenced to 15 years for conspiring to provide material support to terrorists. In Dec. 2017, Saidakhmetov was sentenced to 15 years prison for conspiring to provide material support to terrorists. Rakhmatov pleaded guilty to conspiring to provide material support to ISIS. He provided money to fund travel of co-conspirator to fight on behalf of ISIS. In Sept. 2017, Kasimov was found guilty of conspiracy and attempt to provide material support to ISIS. According to the guilty press release, Kasimov provided money to fund travel of a co-conspirator to fight on behalf of ISIS.

Dilkhayot Kasimov, a citizen of Uzbekistan and resident of Brooklyn, was sentenced in June 2022 to 15 years in prison for conspiring and attempting to provide material support to a designated foreign terrorist organization, the Islamic State of Iraq and al-Sham (ISIS). Kasimov was convicted of both counts following a one-week trial in September 2019. In 2015, Kasimov's co-consiprators Abdurasul Juraboev and Akhror Saidakhmetov planned to travel to Syria to fight on behalf of ISIS. Kasimov provided money – his own and cash collected by others – to help fund Saidakhmetov's travel and expenses. On the evening of Saidakhmetov's scheduled departure in February 2015, Kasimov drove to John F. Kennedy International Airport, met Saidakhmetov at Terminal 7 and handed him $1,600 in cash on behalf of himself, co-conspirator Abror Habibov and others. Co-defendants Juraboev and Saidakahmetov were each sentenced to 15 years' imprisonment, while co-defendant Azizjon Rakhmatov was sentenced to 12.5 years' imprisonment. Habibov and co-defendant Akmal Zakirov are awaiting sentencing. A seventh co-conspirator, Dilshod Khusanov, who was charged in a separate indictment, pled guilty to conspiracy to provide material support to designated foreign terrorist organizations and is scheduled to be sentenced on July 5, 2022.

Azizjon Rakhmatov, a citizen of Uzbekistan and a resident of New Haven, Connecticut, was sentenced to 12 ½ years' imprisonment for conspiring to provide material support to a designated foreign terrorist organization, the Islamic State of Iraq and al-Sham (ISIS). In August 2019, Rakhmatov pleaded guilty to the charge. in 2014, Rakhmatov's co-defendants Abdurasul Juraboev and Akhror Saidakhmetov planned to travel to Syria to fight on behalf of ISIS. Rakhmatov and co-defendant Abror Habibov discussed providing their own money to cover Saidakhmetov's travel expenses and to purchase a firearm for Saidakhmetov once he arrived in Syria. Rakhmatov also agreed to collect money from others to fund Saidakhmetov's travel. On the day before Saidakhmetov's scheduled departure, Rakhmatov transferred $400 into co-defendant Akmal Zakirov's personal bank account to facilitate Saidakhmetov's travel to and expenses in Syria. Co-conspirator Dilkhayot Kasimov also agreed to fund Saidakhmetov's travel and brought the group's money to Saidakhmetov at John F. Kennedy International Airport.
Juraboev, Saidakahmetov, Habibov and Zakirov have previously pleaded guilty, and Kasimov was convicted at trial in September 2019. Juraboev and Saidakahmetov each were sentenced to 15 years' imprisonment. Kasimov, Habibov and Zakirov are awaiting sentencing.

On Sept. 24, a jury in Brooklyn returned a verdict finding Dilkhayot Kasimov, a citizen of Uzbekistan and resident of Brooklyn, guilty of conspiracy and of attempting to provide material support to a designated foreign terrorist organization, the Islamic State of Iraq and al-Sham (ISIS). The verdict followed a one-week trial before United States District Judge William F. Kuntz, II. When sentenced, Kasimov faces up to 30 years' imprisonment. The evidence at trial established that Kasimov's co-conspirators, Abdurasul Juraboev and Akhror Saidakhmetov, planned to travel to Syria to fight on behalf of ISIS, and Kasimov provided money – his own and cash collected by others – to help fund Saidakhmetov's travel and expenses. On the evening of Saidakhmetov's scheduled departure in February 2015, Kasimov drove to John F.
