Yousif Al Mashhandani ("Yousif") of Vienna, Virginia, and Adil Hasan of Burke, Virginia, who are full biological brothers, and Enas Ibrahim, who is the wife of Hasan, are Iraqi refugees charged with attempting to obtain naturalization contrary to law.
